With 76 exclusive lots to choose from, many of which boast waterfront positioning, Scott Bay is a truly remarkable residential development.
CPMC acted in the capacity of Development Management and Project Management. Construction commenced in October 2017 and practical completion was done in 2021.
Scott Bay is a successfully completed 76-lot coastal subdivision, located in the rapidly expanding Hobsonville Point Village. CPMC assisted Bei Group with a range of project and development management services, including assessing the financial feasibility, managing the design process for Resources Consent as well as EPA, and monitoring construction through to completion.
Due to the geographic and coastal nature of Scott Bay, CPMC had to resolve and overcome an array of challenging geotechnical aspects. Initially, instability and erosion of the cliff face bordering Scott Bay from the Waitemata Harbour greatly impacted the developable area of Scott Bay. To address this, CPMC presented a solution that involved significant earthworks to support a mechanically stabilised earthen wall and a substantial rock revetment.
CPMC arrived at this solution by running a cost-benefit analysis, with input from several suitably experienced contractors. All ground support solutions were explored, with CPMC producing costs and delivery methods for each option, therefore mitigating the client’s exposure to ground risk and contractor variations. Initial ground strengthening options were several million dollars, but through our cost-benefit process CPMC were able to reduce the cost of ground stabilisation by half. Therefore, CPMC manged to deliver this project on programme and on budget.
CPMC also faced challenges at close-out, with Watercare required a wastewater pump with an almost 2km rising main to be installed to serve over 900 future residential homes, involving significant engineering and ground stabilisation. CPMC were able to notably reduce the cost to the client by negotiating an infrastructure share agreement with Watercare and neighbouring sites.
Although Scott Bay presented many complexities, both CPMC and Bei Group were pleased with the outcome of this successfully completed subdivision.
