Working with Jacobs NZ Ltd and Hutt City Council Planning staff to develop and test possible development scenarios that would allow for the intensification of existing residential areas with the view to creating 6,000 more households in the city.  The project involved a city-wide study to identify and analyse city suburbs where intensification could occur and then to propose areas to be developed.  Three different development scenarios, based on high, moderate and low growth levels, were developed for testing, with a particular focus on height, shading, setbacks and carparking provisions. A Plan Change (43) to adopt the recommended changes into the District Plan was approved in 2019 by a panel of Independent Commissioners. Expert Urban Design evidence was provided at the hearing.
